Working in partnership with the Mayor of London, London Councils, CAPE and universities.
The partnership is led by the °®ÆＧ of London (UoL) and the City Intelligence Unit (CIU) of the . The LRaPP is partnering with London's boroughs through London Councils and the national  programme through CAPE’s London lead, °®ÆＧ College London (UCL).
Direction for the partnership comes from a Board and Forum as outlined below.

The Forum brings together a wide range of academic, policy and civil society partners to explore London's policy challenges and LRaPP's role in addressing them.
Acts as a sounding board hearing reports on, and discussing:
- Topical national and London policy developments, challenges and opportunities
- LRaPP work programme and projects
- New developments in research and innovation partnerships, research and innovation funding landscape, etc
- National and international case studies of research, innovation and policy partnerships
